Goals:
A. As commercial fishing and fish processing comprise major portions of the port's business activity, help mitigate present and near term economic hardships caused by federal regulations.
B. Much greater dock space for severely constrained fishing vessels, and to accommodate the fleet's ongoing expansion due to increasing vessel consolidation caused by new vessels from other ports no longer able or willing to sustain commercial fishing.
C. Solidify and extend the fishing port's elite national status by assisting the fleet's preparation for the planned return of, and increased access to, sustainable seafood resources for harvesting.
D. Establish New Bedford as a recognized premier business center for applied marine technology in present and future markets, and to be at the vanguard of new business development in associated marine industrial sectors.
E. Establish New Bedford as a national marine mediation center, for resolving contemporary coastal and offshore resource development and transportation conflicts, and to help expedite responsible business development.
F. Establish New Bedford as a focal center for forums and an exhibition site for new technologies and methodologies applicable to port security, development of offshore resources, and marine transportation.
G. Establish a marine incubator for startup businesses in the marine and maritime trades for commercialization of technical advances developed at renowned local marine research and university institutions.
H. Assist the Commonwealth's initiative for the potential designation and creation of a regional marine technology corridor, including development of a waterfront marine product technology testing facility, respective marine personnel re-training programs, and utilizing idled fishing vessels for testing purposes.
Policies:
1. Seek primarily corporate funding sources with the support of governmental and institutional funding and regulatory mechanisms.
2. Leverage the Commonwealth's premier industrial position in Hi-tech, biotech, and other marine oriented sectors.
3. Seek, promote, and utilize best available scientific and economic baseline information and methodologies to substantiate the Alliance's positions and perspectives.
4. To promote the inclusion and participation of local marine oriented educational and research institutions wherever and whenever possible.
5. To promote the fishing industry, including associated onshore businesses, as part and parcel to the protection of the marine environment.
